Bylaws
Article I - Name
Dr. George Washington Carver Middle School Site Council
Article II - Purpose
The purpose of this council shall be to:
- Develop and recommend the school improvement plan
- Have ongoing responsibility to review with the principal, teachers, other school personnel, and pupils the implementation of the school improvement program and to assess periodically the effectiveness of the program.
- Take other actions as required by the Education Code.
Article III - Meeting and Quorum
Section 1. Meeting shall be held on the fourth Wednesday of each month, if feasible at 11:21 A.M. fourth Wednesday first Monday of each month, after school at 3:15 P.M., if feasible of each month at 11:30 a.m. when feasible.
Section 2. A simple majority of six seven (6 plus 1) shall constitute a quorum.
Article IV - Council Membership
Section 1. The council shall be composed of:
- The Principal
- Four classroom teachers (elected by other teachers at the school site)
- One other school personnel (elected by the other school personnel at the school)
- Three parents of pupils attending the school (elected by such parents)
- Three students (elected by students attending the school).
Section 2. The membership of this committee shall not exceed twenty members.
Section 3. Membership shall be terminated if the member no longer resides in the area, does not meet membership requirements, has excessive unexcused absences (three consecutive months), or resigns. Resignations will be accepted only upon written notice to the chairperson.
Section 4. Students and parents shall serve for one year and shall be re-elected every year. Teachers and other school personnel shall serve for two

years (which compromise one term). No members may serve for more than one term consecutively unless re-elected through the election process.
Section 5. Any vacancy on the council shall be filled for the remainder of the school year by appointment by the chairperson. If the un-expired term is for another full year thereafter, the regular selection process shall fill the membership.
Article V - Duties of Council Members
It shall be the duty of all council members to:
- Attend all meetings or provide a designated alternate when it is impossible to attend in person. Such alternates shall have voting privileges by proxy.
- Accept positions as officers or subcommittee members when so appointed or elected unless unable to carry out the duties entailed.
Article VI Officers
The officers of this council shall be chairperson, vice-chairperson, executive secretary, and such other officers as the council deem desirable.
Article VII Duties of officers
Section 1. It shall be the duty of the chairperson to preside at all meetings, sign all letter reports, and other communication of the school site council.
Section 2. In the absence or disability of the chairperson, the vice-chairperson shall assume the duties of the chairperson.
Section 3. Should both senior officers by unavailable, the executive secretary shall preside.
Section 4. The executive secretary shall keep the minutes of all meetings.
Section 5. The School Improvement Coordinator shall facilitate all meetings, send notices of all meetings, and/or agendas, attend to all correspondences, and send out publicity as directed by council.
